Treaty body system in crisis: implications for the Human Rights Council

At a time when United Nations human rights mechanisms face increasing political pressure and serious resource constraints, the sustainability of the UN Treaty Body system has become a matter of urgent concern. What does this crisis mean for the broader UN human rights framework? How does it affect the Human Rights Council and the Universal Periodic Review? And what practical avenues remain available in a context of shrinking resources and growing geopolitical tensions?

On the margins of the High Level Segment of the 61st session of the Human Rights Council, the Permanent Missions of the Netherlands, Costa Rica, Morocco and Switzerland are convening a high level side event to address these questions. The event is co-sponsored by the Permanent Missions of Australia, Finland, Germany, Iceland and Liechtenstein, the CCPR Centre, and the Geneva Human Rights Hub.

The UN treaty body system plays a central role in the international protection architecture. Yet today, increasing backlogs, financial constraints and political pushbacks risk undermining its effectiveness and long term sustainability. These challenges do not affect Treaty Bodies in isolation. They have direct implications for the coherence, credibility and functioning of the entire UN human rights system.

This discussion will examine the interlinkages between Treaty Bodies and the Human Rights Council, including the Universal Periodic Review. It will explore how complementarity between mechanisms can be strengthened, how regional engagement can be enhanced, and what responsibilities Member States bear in reinforcing and sustaining the system.

By bringing together distinguished experts, diplomats and practitioners, the event aims to foster a forward looking and solutions oriented exchange at a critical moment for multilateral human rights cooperation.
