Biography

Claire is an international human rights law consultant with more than twenty years of experience working with human rights NGOs, international organizations, and academia. 

She has contributed to the work of the Office of the United Nations High Commissioner for Human Rights (OHCHR), focusing on the strengthening of the UN human rights protection system. 

Claire co-founded the Convention against Enforced Disappearances Initiative (CEDI) and contributed to the organization of the first World Congress on Enforced Disappearances, held in Geneva in 2025. More recently she has been coordinating the academic programme of the 9th World Congress Against the Death Penalty for Together Against the Death Penalty (ECPM).

Claire also served as a judge assessor appointed by the Office of the United Nations High Commissioner for Refugees (UNHCR) at the French National Court of Asylum, France’s appellate court for asylum cases, and conducted legal research for the same organization.

Claire holds a PhD in Public Law from Paris II Panthéon-Assas University, completed under the supervision of Professor Emmanuel Decaux. Her doctoral research focused on the reform of the UN Commission on Human Rights and the Human Rights Council. She also holds a Master’s degree in International Human Rights and Humanitarian Law from the same university.
